These services include the filing of product petitions seeking modifications in GSP coverage, and defending against country practice petitions seeking to restrict beneficiary countries’ GSP benefits on the basis of inadequate worker rights, intellectual property or market access practices. St.Maxens & Company is involved in all policy and regulatory aspects of the U.S. GSP program. Since the firm’s founding in February 1985, St.Maxens & Company has been retained in and won more product-specific GSP cases (over 100) than any other firm. The firm also has a stellar track record on country practice cases, having defended beneficiary country governments in 14 country practice cases, including those involving the GSP program’s largest beneficiary countries.

The firm’s GSP work draws not only on this extensive casework but also on Tom St.Maxens’ prior GSP experience. Before founding the company, Tom served for four years as Executive Director of the U.S. GSP program at the Office of the U.S. Trade Representative and as Chairman of the interagency GSP Subcommittee. In 1984, Tom spearheaded the Administration’s efforts to secure a long-term renewal of Congressional authorization for the GSP program. Tom has presented over 40 GSP seminars in thirteen countries.

St.Maxens & Company has evaluated the effectiveness of GSP technical assistance projects in Latin America at the request of the United Nations Development Programme and has prepared manuals on operation of the U.S. GSP program for the United Nations Conference on Trade and Development and for the governments of Thailand and Indonesia.
